District 1 City Councilmember Rob Saka shared some updates on the issue of RV encampments vis his newsletter to constituents:
Our office has been actively working with the Mayor’s Unified Care Team (UCT), which brings together multiple city departments to ensure Seattle’s public spaces, sidewalks, and streets remain clean, open, and accessible. This includes resolution of both tent and vehicle encampments throughout D1.
The UCT’s southwest boundaries cover D1 - our district has the most lived-in vehicles as of the third quarter of 2024. UCT reminders:
- RVs and vehicles can legally park along streets as long as are not blocking the right-of-way and they move every 72 hours. Legally they only need to move one block face and frequently return to their original location.
- UCT uses a data-informed approach using a prioritization matrix to address unauthorized encampments throughout the city.
- Due to state and federal laws that provide additional protections to individuals living in vehicles, addressing clusters of RVs that are not following city parking ordinances involves extensive coordination across multiple city departments. This includes parking and law enforcement, trash clean-up, outreach services and shelter referrals.
- To report a lived-in RV or abandoned vehicle within Seattle city limits, on a public street or city property, parked for over 72 hours, always submit a report through the Find It, Fix It app or contact the Customer Service Bureau using the Unauthorized Encampment service request form.
- Call 9-1-1 for immediate public safety concerns or to report criminal activity.
The UCT provided recent updates relating to a few persistent encampment areas in D1:
Highland Park: A letter was sent to 243 recipients who inquired about encampments or abandoned vehicles in our data base.
South Trenton: On January 6, the UCT removed the tents, structures, and debris from the wooded area at the intersection of S. Trenton Street and 12th Ave S. UCT’s outreach workers engage and compassionately refer individuals into shelter and connect them with resources prior to resolution.
