Patterson introduces animal cruelty legislation

King County Councilwoman Julia Patterson recently introduced three comprehensive measures to address animal control, cruelty and care.

Patterson introduced the legislation in response to tragic incidents of animal cruelty and concerns about the care and treatment of animals in King County animal shelters.

"This comprehensive legislation reflects our county's values about care and treatment of animals, while further engaging the community in how we can more successfully reduce the number of unwanted, mistreated pets," said Patterson.

Russell Albert Lowe

Russ Lowe was called home to be with his Lord and Savior on Friday, May 18, at the age of 92, after an extended illness.

He was born June 11, 1914, in Minneapolis, Minnesota, the eldest of five children. He married Frances Linder in 1938, and together they had three children.

Frances McBreen

Frances Mary Mautz was born August 31, 1919, in Albany, Calif. Her parents emigrated from Slovenia. She was the youngest of three children and grew up in Berkeley, Calif.

Frances graduated from the University of California at Berkeley with a major in Journalism, in 1942. After World War II, she married Kenneth McBreen. They had four children in the baby boomer (1950s) era.

Edwin E. McDade

Edwin Elliot McDade passed away Wednesday, May 16, 2007, at home in La Conner, Washington. He was 94

Ed was born in 1912 in Harlan, Iowa to Edwin and Mae McDade. The son of a Methodist minister, Ed graduated in 1934 from Cornell College, a small liberal-arts college in Mount Vernon, Iowa. During his college summers, he worked at Holiday Camp, a summer camp in Wisconsin. He enjoyed theater in school, performing as Nanki-Poo in The Mikado and Ralph Rackstraw in H.M.S. Pinafore.

Charley PLUMB

Charley Plumb was born May 18, 1946, and passed away May 12, 2007, at the young age of 60.

Charley married his sweetheart Sally on Feb. 14, 1994. He worked at High-Rise Cabinets Inc.

He is survived by his wife of 13 years, his son Kirk, his daughters Kerry and Nancy, as well as seven grandchildren and seven great-grandchildren.

Charley had a love for fly fishing, working with wood, and loved to design his own creations.

With much love from his wife, he will be missed by family and friends

Willard C. Julum

Willard C. Julum died suddenly May 9, 2007, of a heart attack at Lake Tapps. Services were held May 15 at Holy Family Catholic Church, Auburn, and he was buried at Gethsemane, Federal Way.

He is survived by his loving wife of 46 years, Jean Payne-Julum, sons Brad of Olympia and Blaze of Coeur d'Alene, Idaho; daughter Darcie (Billy) Jacobsen of Lake Tapps; four grandchildren; and sister Marian Jules-Weaver of Seattle.

He graduated from Highline High School as ASB president in 1951.

He and his best friend Ken Leingang enrolled at Eastern Washington University.

'Leopard Lady' does pigs

West Seattle's Kelly Lyles is known for her funky house, which was featured on "What's With That House" on television. She is also known for her unique spotted car, leading many West Seattleites to call her the "Leopard Lady." Now Lyles, 50, will have another thing to add to her resume. She will be doing five of the "Pigs on Parade" in next month's celebration of the Pike Place Market Centennial.

In the summer of 2001, downtown Seattle hosted a spectacle of pigs.
