A 238 apartment unit. mixed used building with parking for 168 cars at 24th NW and Market Street in Ballard is the subject of a Design Review - Board Recommendation meeting by the Seattle Department of Construction and Inspections. The total commercial area in the project is approximately 9,980 SF. The total gross footage is approximately 278,000 SF.

From the Early Design Guidance Packet:
At the top of the building, on the SW corner of 24th Ave and Market St, the project will respond to the Major Gateway condition described in the Neighborhood Design Guidelines. It is intended that at this corner, an exterior deck for residents and amenity spaces will crown the top corner of the building. The creation of this roof deck will further be enhanced with architectural elements that will add to the corner expression of the building.
PROJECT VISION
Located within the Character Core area of Downtown Ballard, the site fronts NW Market St, 24th Ave NW, and 56th St, with SW and NW corners respectively. The project site area is 51,100 sf. The site sits at a Major Gateway node described in the Ballard Neighborhood Design Guidelines at the corner of NW Market St and 24th Ave NW.
With the site across the street on NW Market St from the Ballard Avenue Landmark District, it is the applicant’s intent to respectfully integrate within the character and architectural qualities of the area. The overall massing strategy is the creation of a distinct base that relates in material choice, scale, and detail to the surrounding urban fabric of Ballard. This base will primarily be comprised of commercial use along NW Market St and 24th Ave NW, and transition to residential uses along NW 56th St.; paying close attention to material selection, storefront character and articulation, residential frontages, and landscape elements.
Responding to the Zoning Analysis and Neighborhood Design Guidelines it is the applicant’s intent to break down the scale of the building’s frontages into smaller massing expressions that tie into the Ballard city block module. The proposal of a public plaza accessible mid-site along Market St will further add to the smaller scale character of the project at the base. This plaza is intended to be of public and private use, with commercial spaces activating the plaza closer to NW Market St, while more private uses such as amenity spaces for residents would activate the private areas of the plaza. The creation of this plaza also adds to the quality of the courtyard spaces, by allowing sunlight and views out, while enhancing the quality of the units within.
Along NW 56th St, the creation of stoops for units at the street will buffer sidewalks from private patio spaces for residents. Adding to this, it is intended to create landscape layers that will add to the character and experience along the sidewalk as well as residents for these units. The main residential lobby entry will be located on NW 56th St.
Above the base of the building, starting at Level 3, the building will take on a different massing and character approach. The design intent is to create a contrasting balance between old and new. The selection of neutral tones and materials will distinguish itself from the brick base at the street. Strategies such as massing shifts, depth and relief, material selections, and parapet variations, will add to the intent of crafting small scale expressions.
