The King County Prosecutor's office rush filed charges against Julius T. Booth for domestic violence, kidnapping, and attempting to elude a pursuing police vehicle on Dec. 30.
The King County Sheriff’s Office said that the series of events began as a violation of a domestic violence restraining order in SeaTac. A man was seen forcing a woman, later identified as his estranged partner into an SUV with two children in the back seat.
Deputies spotted the SUV on the road and began a pursuit. The said that the chase at times became reckless, meaning it happened at high speed from SeaTac to Federal Way with the suspect then heading back to Burien. The Guardian One helicopter kept an eye on the SUV too.
King County deputies chose to perform a PIT maneuver attempting to stop the SUV, which then crashed into several parked cars off First Avenue South in Burien. The SUV was surrouned with guns drawn, and the driver was ordered outo of the vehicle and was then arrested.
Neither the female nor children were hurt.
The charging documents state:
I, Daniel T. Satterberg, Prosecuting Attorney for King County in the name and by the authority of the State of Washington, do accuse JULIUS T BOOTH of the following crime[s], which are of the same or similar character, and which are based on the same conduct or a series of acts connected together or constituting parts of a common scheme or plan:
Kidnapping in the First Degree - Domestic Violence, Domestic Violence Felony Violation Of A Court Order,
Attempting To Elude A Pursuing Police Vehicle, committed as follows:
Count 1 Kidnapping in the First Degree - Domestic Violence
That the defendant JULIUS T BOOTH in King County, Washington, on or about December 30, 2020, with intent to inflict extreme mental distress on Jorden L. Gayton-Roybal, did intentionally abduct Jorden L. Gayton-Roybal, a human being;
Contrary to RCW 9A.40.020(l)(d), and against the peace and dignity ofthe State of Washington.
And further do accuse the defendant, Julius T Booth, at said time of committing the above crime against an intimate partner as defined in RCW 26.50.010(7), which is a crime of domestic violence as defined in RCW 10.99.020.
And further do allege the crime involves the following aggravating factor and accuse the defendant, Julius T Booth, of committing said offense involving domestic violence, as defined in RCW 10.99.020, within sight or sound ofthe victim's or the offender's minor child under the age of eighteen years; this allegation is under the authority of RCW 9.94A. 535(3)(h)(ii).
And further do allege the crime involves the following aggravating factor and accuse the defendant, Julius T Booth of having committed the current offense shortly after being released from incarceration; this allegation is under the authority of RCW 9.94A.535(3)(t).
Count 2 Domestic Violence Felony Violation Of A Court Order
That the defendant JULIUS T BOOTH in King County, Washington, on or about December 30, 2020, did know of and willfully violate the terms of a court order issued on November 24,2020 by the Renton Municipal Court pursuant to RCW chapter 10.99, for the protection of Jorden L. Gayton-Roybal, (a) intentionally assaulting the said Jorden L. GaytonRoybal; or (b) conduct which was reckless and created substantial risk of death or serious physical injury to Jorden L. Gayton-Roybal;
Contrary to RCW 26.50.110(1), (4), and against the peace and dignity of the State of Washington.
And further do accuse the defendant, Julius T Booth, at said time of committing the above crime against an intimate partner as defined in RCW 26.50.010(7), which is a crime of domestic violence as defined in RCW 10.99.020.
And further do allege the crime involves the following aggravating factor and accuse the defendant, Julius T Booth, of committing said offense involving domestic violence, as defined in RCW 10.99.020, within sight or sound of the victim's or the offender's minor child under the age of eighteen years; this allegation is under the authority ofRCW 9.94A.535(3)(h)(ii).
And further do allege the crime involves the following aggravating factor and accuse the defendant, Julius T Booth of having committed the current offense shortly after being released from incarceration; this allegation is under the authority of RCW 9.94A.535(3)(t).
Count 3 Attempting To Elude A Pursuing Police Vehicle
That the defendant JULIUS T BOOTH in King County, Washington, on or about December 30, 2020, while driving a motor vehicle and having been given a visual and audible signal by a uniformed police officer to bring the vehicle to a stop, willfully failed and refused to immediately stop and drove the vehicle in a reckless manner while attempting to elude a pursuing police vehicle that was equipped with lights and sirens;
Contrary to RCW 46.61.024, and againstthe peace and dignity of the State of Washington.
And further do allege the crime involves the following aggravating factor and accuse the defendant, Julius T Booth of having committed the current offense shortly after being released from incarceration; this allegation is under the authority ofRCW 9.94A.535(3)(t).
