Incumbents defeated

The results of last week’s general election held good news for challengers and bad news for incumbents in several Highline-area city council races, especially in Burien.
Voters retired two Burien City Council members -- Mayor Noel Gibb, who was seeking election to a second term, and two-term Councilman Stephen Lamphear.
Gibb was defeated by Sue Blazak, a political newcomer who has been a long-time community activist.
Former Councilwoman Rose Clark, who lost a bid for re-election two years ago, defeated Lamphear. In 1997, he defeated Clark when they ran for the council the first time.
Deputy Mayor Joan McGilton defeated Highline School Board member Steve Denmark to retain her seat for a second term, and Councilwoman Sally Nelson easily won re-election.
Incumbents fared no better in Des Moines on Nov. 8, where first-term Councilwoman Maggie Steenrod lost to former Highline School Board member Ed Pina, and Councilman Gary Petersen, also running for a second term, was defeated by former Councilwoman Carmen Scott.
Councilwoman Susan White was elected to a second term, and former Councilman Dave Kaplan defeated Rob Back to replace first-term Councilman Richard Benjamin, who did not seek re-election.
Des Moines voters also rejected by a 55-45 percent margin a proposed property tax levy lid lift to restore police services cut due to reductions in revenue after the passage of Initiative 695 in 1999.
In Normandy Park, which had not seen contested council races in several years, Mayor John Wiltse lost to political newcomer Sonja Lindquist.
Tukwila City Councilman David Fenton was defeated by political newcomer and community activist Verna Griffin.
Highline School Board member Mengstab Tzegai, who had been appointed to fill a vacancy, lost to parent-activist Susan Goding.
In Water District 49, where a controversy over responsibility for billing for street light service continues to simmer, challenger Ray Brickell defeated incumbent Commissioner Earl DeWitt.
