MITIGATED DETERMINATION OF NON-SIGNIFICANCE
Description of Proposal: Zoning Amendment to change 2 parcels (1.66 acres) from a single family (R7.2) zone to a Mixed Use (MU) zone. This is in compliance with the 2004 Comprehensive Plan and Future Land Use Map approved by Ordinance No. 742 on November 9, 2004. The project is located at 18449 - 1st Ave. South in Normandy Park, Washington 98148 on tax lots #3123049083 and #3123049217.

The City of Normandy Park has determined that the above described proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a complete environmental checklist and other information on file with the lead agency. The information is available to the public on request.
This MDNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance. Any interested party may submit written comments on this proposal. Written comments must be submitted to the Normandy Park Planning Department before 5:00 pm, December 20, 2006.
You may appeal this determination in writing to the City of Normandy Park no later than 5:00 pm, December 20, 2006, at the address listed below. Written appeals should be directed to the City Clerk and must include specific factual objections regarding this determination, your name and contact information and an appeal fee. Contact the Planning Department to receive information on specific procedures for SEPA appeals.

MITIGATING MEASURES
The following conditions are imposed to mitigate (a) specific environmental impact(s) identified in the Environmental Checklist and other information on file with the City:
1. A project level SEPA determination will need to be made once a project for this site has been proposed and reviewed.
2. Additional reports to evaluate the project including but not limited to a traffic analysis and downstream stormwater analysis will be required.
3. Applicant shall pay all City of Normandy Park fees and all City consultant fees and administrative fees required per the NPMC as of the date of the MDNS, to review this project.
