Ballard Development: DPD grants permission for hygiene center and design review announced

The Department of Planning and Development released a land use update today. There is one application for a a property subdivision and a design review announcement. In addition the DPD has granted permission to allow a 1,952 sq. ft. space to be used as a community center (hygiene center) at ground level in a 51 unit low-income elderly apartment building at 2014 NW 57TH ST.
Application:
1761 NW 59TH ST:
Land Use Application to subdivide one development site into five unit lots. The construction of residential units are under Project #6404868. This subdivision of property is only for the purpose of allowing sale or lease of the unit lots. Development standards will be applied to the original parcel and not to each of the new unit lots. Existing structures to be removed.
Decision:
2014 NW 57TH ST:
Land Use Application to allow 1,952 sq. ft. to be used as a community center (hygiene center) at ground level in a 51 unit low-income elderly apartment building (approved under separate Permit #3012980 and #6305188).
Conditions: The following appealable decisions have been made based on submitted plans:
Conditionally Grant - Administrative Conditional Use to allow a community center in a Midrise zone within 600' of an existing institution (Ballard Branch of the Seattle Public Library).

Grant - Administrative Conditional Use to allow an institution in a Midrise zone that does not meet parking requirements.
Appeals of this decision must be received by the Hearing Examiner no later than 12/15/2014.
Design Review:
1701 NW 56th St:
The proposal is to allow a 7-story structure containing 163 residential units and 10 live/work units above 11,000 sq. ft. of retail. Parking for 117 vehicles to be provided below and at grade. Existing structures to be demolished.

PROCESS
An application for Design Review related to future development of this site has been submitted to the Department of Planning and Development (DPD). The first phase of Design Review includes the Early Design Guidance (EDG) meeting. At the Early Design Guidance meeting, the following occurs:
1. The applicants will present information about the site and vicinity as well as early massing design concepts.
2. The public may offer comments regarding the design of a development on the subject site.*
3. The Design Review Board will provide guidance and identify those Design Guidelines of highest priority for the design as it moves forward towards Master Use Permit (MUP) application.
4. Following the meeting, DPD will issue a written Early Design Guidance report summarizing the meeting. This report will be sent to those who signed in at the meeting or otherwise requested a copy.
*Please note that public comment at the EDG meeting is limited to design considerations. If environmental review is triggered, comments related to environmental impacts (such as traffic, parking, noise, etc.) may be sent to DPD following notice of that review.
