It's a chance to get to know your neighbors, keep an eye on things happening nearby and exchange information. Many neighborhoods maintain block watches and those have Captains you can send information to if you suspect something is not right. It's also useful to know your neighbors in the event of a natural disaster such as a storm or earthquake.
There are hundreds of these parties scheduled and they are usually pot luck events so bring a dish or a pizza or something to eat and drink and get acquainted.
