To preserve Ballard's "uniqueness," I would suggest that a Historical District be organized at a strictly local to declare the streets from 20th to 24th on Market and from Market two blocks south on Ballard Avenue to be "historical" in nature; an architectural committee can be formed including all the local merchants to determine a form of restyling building fronts to reflect Scandinavian architecture.
All five Scandinavian flags should be flown at various places along this "esplanade." A few volunteers dressed in Scandinavian attire could walk the streets during summer weather, to add a touch of "flavor." Merchants with shops offering products, services or foods of another ethnicity can still participate with their venue, even though their storefront would reflect the Nordic heritage. New building/remodeling permits would have to be put "on hold" for a short period of time until some standards are achieved.
This type of "theme" was accomplished very successfully in Leavenworth, Washington and while Ballard may not become a "destination" in itself, it could become the unique place we would like it to be.
All it takes is a leader, a cooperative merchant's council and some gumption to meet the challenge. Otherwise, plan to kiss Ballard goodbye as it will eventually unfortunately be re-developed into another ordinary place.
