Pipers Creek Fish Passage at Mary Ave NW Sewer
SEPA Determination of Nonsignificance (DNS)
Description of Proposal:
Seattle Public Utilities (SPU) will add logs and boulders to lower Pipers Creek and to a tributary, Venema Creek. The work will take place in Carkeek Park. The purposes of the work in Pipers Creek are to: stabilize an existing sewer line that is at risk of failure, provide permanent boulder weirs to allow fish to swim over the sewer line, and add additional logs and boulders to provide instream habitat for fish. The work in Venema Creek will help control the movement of sediment downstream and improve SPU's ability to accurately measure creek flows. SPU will add native plants to any vegetated areas that are disturbed by our work.
The work is scheduled for late summer 2006. Construction will last approximately three weeks. Work near the sewer line will require heavy equipment, the remainder of the work will be done with hand labor, to minimize disturbance to the park. Trails near the sewer line will be temporarily closed during construction.

Lead Agency:
Seattle Public Utilities (SPU), the lead agency for this proposal, has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other related documents on file with the lead agency. This information may be examined at Seattle Public Utilities offices by contacting the Project Manager listed above.
This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14 days from the publication date below. Comments must be submitted by March 7, 2006.
