DETERMINATION OF NONSIGNIFICANCE
Name of Proposal: SW 98th Street Pedestrian Improvement Project (CIP 300607)
Description of Proposal:
King County Road Services Division is proposing to construct an improved pedestrian walkway in the SW 98th Street corridor between 12th Avenue SW and the new Greenbridge community development to the east. This project is part of a broader effort by King County to improve the SW 98th Street corridor between 16th Avenue SW and 11th Avenue SW by improving transportation facilities in order to enhance safety and encourage walking and bike riding. The project consists of building a 12-foot wide paved walkway over the existing walkway that crosses the White Center Pond regional stormwater facility to the east of the intersection between SW 98th St. and 12th Avenue SW. Continuing to the east, this walkway would then ascend the slope up to the Greenbridge area via a new stairway and a low-angle ramp system that would meet the accessibility guidelines of the Americans with Disabilities Act (ADA). Additional lighting, landscaping, and public art will be incorporated into the project to improve public safety and the visual appearance of the project area.
Construction activities would include: (1) excavation and removal of existing features (including some vegetation, soil, and asphalt); (2) construction of new concrete walkway, concrete stairway, concrete walkway ramps with retaining walls; and (3) construction of other project elements such as the drainage system, lighting system, and final landscaping.
Construction of this project is anticipated to occur from approximately June through September of 2008. The exact starting date and work window will be finalized during the final design and permitting process in order to comply with all applicable regulations. This construction timeframe during drier summer months will minimize potential impacts in and around the project area from soil erosion during project construction. Project staging activities will be necessary along 12th Avenue SW in the vicinity of SW 98th Street; however, all existing streets will remain open during construction.
Location of Proposal:
The project site is located in unincorporated King County, Washington (immediately south of the City of Seattle) along the SW 98th Street corridor between 12th Avenue SW and 11th Avenue SW. This project site is located in Section 6, Township 23 North, Range 4 East.
Proponent and Lead Agency:
King County Department of Transportation, Road Services Division
The lead agency for the proposal has determined that the project does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under the Revised Code of Washington (RCW) 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. The information is available to the public on request (for a nominal photocopying fee) or can be reviewed in the office free of charge.
This Determination of Non-Significance (DNS) is issued under Washington Administrative Code (WAC) 197-11-340(2); the lead agency will not act on this proposal for fourteen (14) days from the date of issuance for the DNS per WAC 197-11-502. Any comments regarding this project must be submitted by telephone or in writing by 4:30 PM on March 4, 2008.
