The bottom line is that this could have been a "win" for everyone, i.e., the citizens, the city and Verizon, if someone who knew how to handle the situation as regards the alternatives to what's proposed had been involved . . . and the really good part is that it didn't have to cost the city anything. Moreover, no one would have been able to even tell there were antennas and there would have been no reason to fear the RF radiation/emissions.
