The Southwest Seattle Police Precinct say they have gotten several complaints of rude and harassing phone calls that have appeared to be coming from one of their Southwest Precinct phone numbers. This is commonly called Caller ID Spoofing 

Jennifer Danner, Precinct Crime Prevention Coordinator said, "These calls are not coming from our building!"

If you receive one of these calls- do not give any personal information and report via the SPD online reporting system- https://www.seattle.gov/police/need-help/online-reporting

You can also take other measures according to the Federal Trade Commission including using a call blocking service, and registering with the Do Not Call Registry.
