On November 21, 2018, City of Seattle Hearing Examiner Ryan Vancil issued his ruling on the EIS appeal filed by the Seattle Coalition for Affordability, Livability and Equity (SCALE) on the Mandatory Housing Affordability (MHA) program.

Morgan Community Association is a member of SCALE along with West Seattle's Junction Neighborhood Association, Fauntleroy Community Association and the Westwood Roxhill Arbor Heights Community Council. SCALE's response to the ruling is pending.

We took a stand against the city that acted without properly taking into account the voice of its residents and the impacts of its plan. SCALE made a tremendous effort to identify MHA FEIS deficiencies, and we are saddened how easily that effort was dismissed. MoCA is committed to ensuring that affordable housing remains in our community. To that end, MoCA will be evaluating options to achieve that goal as well as those of SCALE".
