Even before high winds expected to cause power outages arrive Thursday night, a 12.2 high tide made higher by persistent wind flooded the Alki Beach Promenade on Dec. 11.

The water did not quite reach high enough to flood the Alki Bathhouse but sand bags were in place just in case.
