Two year old rape case solved with DNA

A two-year old case has been solved with the help of a DNA test performed earlier this month.
Oscar Luis Urbina, a resident of West Seattle, was arrested on March 7 for raping a 36-year old woman at his home on SW Avalon Way.
The victim was picked up walking on SW Delridge near White Center. According to court documents, she was a prostitute who had agreed reluctantly to go to Urbina’s apartment where he paid her for sex – but when she tried to leave, he stopped her, raped her, punched her in the face, choked her and threatened to kill her.
The victim finally was able to get away and ran to a nearby 7-11, where she called police.
She was taken to Harborview Medical Center, and a rape kit was administered.
That’s when the DNA from Urbina was entered into the FBI’s database, Combined DNA Index System or “CODIS” -- and it made a match with another rape kit in 2014 from a unsolved crime.
The crime occurred shortly after midnight on April 13, 2014.
The victim, who was 25 years old at the time, had been in a smoke shop across from the KFC in Tukwila on the Pacific Highway. While inside the store, she called her mom, because she did not have enough money for a bus ride.
She thought the suspect must have overheard the conversation, because he pulled up in the parking lot once she walked outside and offered her a ride.
He drove toward I-90, then parked the car near the 800 block of South 105th St and immediately began to assault her, attempting to rape her in the car and eventually dragging her out of the car, where he forced himself on her on a grassy shoulder of the street.
She said that he raped her twice, threatened to kill her, accused her of stealing his wallet and tried to run her over with his car.
The suspect threw her purse into some sticker bushes and broke her phone. After he drove away, she went knocking on residents’ doors, asking them to call 911.
Officers were called to the 800 block of South 105th St. where they found the woman crying and yelling on the street, with small cuts and scratches on her legs.
She said that she had been raped by a Latino man in his 40s, who was heavy-set, had a moustache and wore a red jacket, red shirt, blue pants and tan shoes. He drove an older, two-door car.
The victim was then taken to Harborview Hospital for treatment. Officers found her purse, but it was empty.
She had written the license plate ANC 5969 on her arm – but it turned out to be one number off.
The semen in the rape kit led to no suspects at the time.
Then on April 12, there was a hit on CODIS from the Washington State Crime Lab – matching Urbina’s DNA to the case.
He was already in jail facing charges of rape and assault in the second degree -- held on $100,000.
Charges for rape and assault in the second degree for the 2014 case were filed on April 21, adding $300,000 to the bail.
Urbina is scheduled for a case hearing on May 10, regarding the charges filed in the March 7 sexual assault – and arraignment on the 2014 case is scheduled for May 4 at the King County Courthouse.
