Revised Shoreline Development application filed for Terminal 5

A revised Shoreline Substantial Development Application to allow improvements to Terminal 5 has been filed with Seattle's DPD. The notice of the application for the project was revised from what was previously published in June of 2015. The revised application added 12,000 cubic yards of dredging and informed the public that additional information about the environmental impacts are available from the EIS process. The City requested that the project be re - noticed opening the project for public comment. Public comment may be submitted through 8/26/2016.Project includes removal and replacement of portions of pier structure, including crane rails, decking and piling, dredging of 48,000 cu. yds. of sediment, and under pier slope stabilization. Project also includes installation of an electrical substation and utility upgrades. Environmental Impact Statement is being prepared by the Port of Seattle.
The Northwest Seaport Alliance comprised of the Ports of Seattle and Tacoma plans to modernize Terminal 5 to make it “big ship ready” to grow cargo volumes and maritime jobs in the Puget Sound region.
Larger scale container vessels that are now in use with more coming means ports must change to accommodate these bigger ships. Vessels with capacity for more than 10,000 20-foot-equivalent units (TEUs) are currently calling at West Coast ports, and 18,000-TEU (EEE) vessels are expected in the near future.
These vessels require terminals with deeper berths and bigger cranes.
The planned improvements at Terminal 5 will accommodate heavier cranes with a longer outreach and provide deeper drafts to simultaneously handle two 18,000-TEU vessels. Design and permitting began last year.
The following approvals are required:
Shoreline Substantial Development to allow improvements to marine cargo terminal in the UI shoreline environment.
Shoreline Substantial Development to allow dredging necessary for water-dependent use.
Shoreline Substantial Development to allow fill as ecological mitigation.
Shoreline Conditional Use to allow installation of a sheet pile wall.
SEPA to approve, condition or deny pursuant to 25.05.660.
