King County’s Department of Community and Human Service has announced the opening of the Skyway-West Hill & North Highline Permanent Affordability Community Planning Support Request for Proposals (RFP). This funding opportunity aims to increase the supply of affordable housing and address residential displacement in the Skyway-West Hill and North Highline communities. The application period is now open and will close on May 13, 2025, at 2PM PT.
The RFP will deploy up to $175,000 to support either a year-long community planning process or a year-long implementation process focused on further exploring permanently affordable housing models in the designated areas. The overarching goal is to mitigate, repair, or prevent residential displacement in Skyway-West Hill and North Highline.
This initiative is a direct response to Ordinance 19146 and Motion 155393. Motion 15539 specifically directed the King County Executive to pursue “strategies to implement community land trusts,” including a year-long community engagement process to ensure that the voices of the North Highline and Skyway-West Hill communities are included in shaping potential strategies and exploring various funding sources for a community land trust. The Anti-Displacement Strategies Report was subsequently released in 2021.
Interested parties are urged to complete the eligibility determination tab in ZoomGrants as soon as possible to gain access to the full application details. This funding opportunity represents a significant step by King County to proactively address housing affordability and stability in the Skyway-West Hill and North Highline regions.
